Grid connection vs off-grid: which way should your block go?

What Western Power charges before construction starts
Western Power publishes its pre-construction fees for a single residential connection on its website. The application fee is $506 (plus a 0.59% credit card surcharge) under Western Power's published fee schedule(opens in a new tab). Design fees depend on complexity: $1,353 standard, $3,388 detailed, or $6,776 complex. Combined, you are into the project for $1,859 to $7,282 before Western Power prices any actual poles, trenching or transformers. If you proceed, the GST-exclusive portion of the design fee is deducted from your access offer, but the GST is not refunded.
Construction itself is quoted only after scoping and design are complete, and Western Power states plainly on the single residential connection page: 'We'll provide a quote after we complete the scoping and design of your project.' A cancellation fee of $550 applies if you walk away. The published timeframe for 75% of single residential projects is 3 to 13 months, split into 1 to 6 months of design and 2 to 7 months of construction after payment, per Western Power's connection timeframes(opens in a new tab).
One narrow exception exists: converting an existing overhead supply to underground carries a fixed price of $3,581 if your property is on the same side of the road as the connection point, or $5,161 if it is on the opposite side. That fixed price covers standard conversions only and does not apply to greenfield line extensions.

Why nobody can quote the construction cost in advance
The construction number depends on distance to the existing network, terrain, the number of poles, whether undergrounding is required, transformer capacity, road crossings, easements and vegetation clearing. Western Power will not estimate it in advance. Most supply costs are set under the Distribution Low Voltage Connection Scheme (DLVCS), which is Western Power's published pricing method for low-voltage connection works, and Western Power explicitly warns that DLVCS rates(opens in a new tab) must not be used as a standalone estimate because revenue offsets and other cost items apply. The scheme's conditions include your distance from a zone substation and an economic test on the connection itself.
The structural rule that surprises most owners: Western Power's standard obligation covers a connection within 100 metres of its existing network. Beyond that, the additional cost of network infrastructure is recovered from the applicant. That is why a block 500 metres from the last pole and a block on a serviced road face wildly different outcomes even though both are 'just one property over' from power.
There are cost-sharing paths. A Network Supply Extension Scheme can let several rural applicants, or a primary-production customer, share the cost of an extension where criteria are met. Revenue offsets can subsidise your contribution if your connection enables future consumption Western Power expects to recover later. Neither is automatic, and neither changes the fact that you pay design fees first to find out your construction number.
What WA property owners actually report paying
Western Power does not publish per-kilometre construction rates, so the figures that circulate come from property owners posting their quotes in WA community forums. Treat everything in this section as community-posted figures, not RENOZ claims and not Western Power tariffs. The pattern across those posts is consistent: short extensions with a new transformer pole land around $20,000 to $25,000, extensions of a few hundred metres run $45,000 or more, and projects pushing a kilometre or requiring network upgrades regularly exceed $100,000.
A trenching-only job with the network close by is the cheap end of the range. One property owner reported roughly $14,000 for 170 metres of trench when the transformer already existed. The expensive end is driven by transformers, high-voltage work and network augmentation, which is exactly why two blocks the same distance from power can receive quotes tens of thousands of dollars apart.
The honest caveat is that these are anecdotes, selected by frustration. Owners who paid $8,000 for a straightforward connection rarely post about it. But the shape of the range matches the physics of line building, and it matches what the Harvey case study below faced, where the quoted connection cost reached $200,000.
Does the federal battery rebate apply to off-grid systems?
Off-grid batteries qualify for the federal Cheaper Home Batteries Program. Eligibility carries no grid connection condition and no VPP condition, and DCCEEW's program page(opens in a new tab) confirms it: the discount works out to roughly 30% off the battery cost at point of sale. Small-scale Technology Certificates (STCs) are certificates created when an eligible system is installed, and your installer applies them so the discount arrives upfront rather than as a claim.
The Clean Energy Regulator's off-grid rules(opens in a new tab) work in two branches. A battery at least 1 km from the nearest main-grid line needs no VPP capability at all. Closer than 1 km, the battery must be VPP-capable, or you supply written evidence from the network provider that connecting to the main grid would cost more than $30,000. The WA Residential Battery Scheme(opens in a new tab) does not help here. It requires grid connection and VPP enrolment through Synergy or Horizon, so off-grid properties cannot access it. Off-grid buyers rely on the federal program only. Requirements on both sides: the battery must be on the Clean Energy Council approved list and the installer must be SAA-accredited.
What an off-grid system costs in WA
Indicative installed costs for off-grid solar and battery systems in WA, drawn from our off-grid system cost guide and sizing guide: a weekender or cabin with modest loads runs $15,000 to $30,000. A permanent three to four bedroom home running refrigeration, lighting, pumps and laundry runs $40,000 to $65,000. A farm with bores, cold rooms and workshops starts around $70,000 and can pass $120,000 at high load.
Batteries are typically 40 to 50% of system cost, which is why the federal STC discount(opens in a new tab) matters so much. At roughly 30% off the battery component (the CHBP discount(opens in a new tab), a $60,000 system might carry $8,000 to $12,000 of STC discount depending on battery size and the tranche structure. Rebate amounts vary with battery size and installation date, so treat any total as an estimate and confirm the current rate with your installer rather than relying on a fixed figure.
Lithium iron phosphate (LiFePO4) is the lithium battery chemistry most WA off-grid banks now use, chosen for long cycle life and tolerance of daily deep discharge. Two honest caveats apply regardless of chemistry. Off-grid means you own maintenance and, on most designs, a generator for the worst overcast stretches of a south-west winter. And a well-designed off-grid system is not maintenance-free; plan for servicing the way you would plan for servicing a tractor.
When connecting to the grid is still the right answer
This page would be dishonest if it only argued for off-grid. Connecting wins in clear cases, and taking a connection quote does not mean paying it blindly, it means comparing it properly. If the network already runs along your boundary and the quote is under roughly $10,000 to $15,000, connecting is almost always cheaper than any battery bank that could match grid reliability. If your loads are heavy and continuous, think three-phase machinery, large irrigation or electric space heating through a Wheatbelt winter, the battery bank that replaces the grid comfortably gets expensive, and connection economics improve.
Connection also wins on attention. A grid connection is someone else's maintenance problem, and if you are building a home you will live in for decades while managing a working property, one less system to service has real value that does not appear in any spreadsheet.
A stand-alone power system (SPS) is a utility-grade power unit that the network operator installs and maintains, and Western Power now offers it in some regional areas where poles and wires have been decommissioned; its own connection page points affected customers to that option. Worked example: the Harvey farm that refused a $200,000 quote
A property near Harvey in WA's South West received a grid connection quote of about $200,000. Instead of accepting it, the owner installed a 21 kWp solar array with a 35.8 kWh gross LiFePO4 battery bank across seven RENOZ modules, run through a Selectronic SP PRO and Fronius Primo in an AC-coupled architecture. The economics were not close. For example, even allowing for the generator that supports the system through long overcast spells and for ongoing maintenance, a six-figure connection quote loses to a mid-five-figure off-grid build in almost any whole-of-life comparison. What the Harvey case demonstrates is the decision order: get the connection quote first, size the off-grid alternative against your actual loads second, and only then choose.
Not every block is Harvey. But the pattern repeats across the Wheatbelt, Great Southern and Perth Hills wherever the distance to the nearest pole exceeds a few hundred metres, such as a block 800 metres from the last pole on a gravel road. How to actually decide: the five-step sequence
Start with the application, not the internet. Lodge or request a formal connection application with Western Power (or Horizon Power if you are in regional areas outside the South West interconnected system) so you have a real construction quote instead of a forum number. The application fee is refundable against works only in the GST-exclusive design portion, so know you are paying $506 plus design to learn the truth.
Second, audit your loads before comparing anything, because the off-grid alternative is priced in kilowatt-hours and our sizing guide walks through that method. Third, price both paths for your actual loads: the connection quote plus ongoing supply charges versus an off-grid system plus battery replacement reserves and generator fuel. Fourth, check the rebate position: at least 1 km from the grid, or written evidence the connection exceeds $30,000, and the federal battery discount applies without VPP conditions. Fifth, if the numbers are close, weigh the intangibles honestly: autonomy and control against grid reliability and having no equipment to maintain.
